The Department of Sustainability and Environment has released terms of reference for a review of the State's retailing policies. One of the objectives of the review is to produce "whole-of-retailing" policy and a statutory framework that responds to the differences between Melbourne, and places that aren't Melbourne (rural areas). We almost dug out another "Hallelujah" for this one... Is it possible that at last the differences between what Melbourne might need, and what other places need, will actually be taken into consideration - instead of just lumping Melbourne's policies on the rest of Victoria as normally happens?
