SPEAR (Streamlined Planning through Electronic Applications and Referrals) is part of Land Victoria, a division of the Victorian Government’s Department of Sustainability and Environment (DSE).
SPEAR supports the subdivision process in Victoria and enables subdivision approvals to be compiled, lodged, managed, referred and tracked from the initial planning stages through to the creation of new title, online at http://www.landexchange.vic.gov.au/spear/
The Planning Applications Online (PAO) Pilot is demonstrating how it can save time processing planning applications, with Melbourne Water taking just four days to respond to an application referred to them via SPEAR. Planning Applications Online (PAO) is a new system being trialled across six councils to allow the lodgement and processing of planning applications online using the SPEAR system.
