I do not have a copy of the referenced document - Statement of Planning Policy No. 8 – Macedon Ranges and Surrounds 1975. to make specific comment on.
We certainly acknowledge there is a lot of factors regarding planning that are currently causing concern to the resident of Macedon Ranges in a number of ways.
Given the amount of concern regarding planning in the local area, and in fact all rural area’s abutting metropolitan regions it is important to note, it is a matter of Country Alliance policy that we are supporting a review of current planning laws.
At that time we can put forward the views of Macedon Ranges and country people in general and develop a more updated version of planning laws that reflect the current values of country regions.
I believe this review will help to alleviate the concerns of your group as we push the views of Rural Victorians back into the planning processes of government as a whole on the Victorian front and that I, as your member, would be responsible for ensuring laws balance the values of the Macedon electorate.

So often I have seen how the system works against local priorities and values and how hard communities and local government have to work to be heard. Having been social planner at Macedon Ranges council for five years, I have seen first hand how contemptuous and dismissive State planning officials often are of local government generally and the wishes and values of local communities. This is why I have included it as a policy area. In a truly democratic society people's voices should count at the local level. Through my work in Macedon Ranges with population demographics, housing strategy, health plan, community safety and crime prevention planning and so on I have developed an excellent understanding of what people in Macedon Ranges value about their communities and how population and housing choices affect lifestyle and quality of life. |

How To Vote In The Upper House
Upper House ballot papers feature a thick black line horizontally across the page. The boxes above this line represent the political parties, or groups, that have candidates in the election. The boxes below the line represent each individual candidate.
With this type of ballot you can vote either above or below the line but not both.
If you choose to vote above the line, you must only place a 1 in the box above the party or group you want to support. Your ballot paper will be counted according to the preferences on that party or group's registered group voting ticket (how to vote card).
If you choose to vote below the line, place a 1 in the box against your most preferred candidate and then number the required number of other boxes according to your preference, placing a different number against each candidate's name.
For the State Legislative Council (Upper House) you are only required to number a total of five preferences (i.e. 1, 2, 3, 4 and 5), but can number more. This means your vote is valid if you correctly number only five boxes, starting with 1 for the candidates you first prefer. You can number as many more boxes (e.g. 6 - 10), or all boxes, as you prefer.

Protecting our drinking water catchments, our heritage, landscape, natural conservation features and our precious agricultural soils is one of my highest priorities. A region such as the Macedon Ranges, being home to such significant geomorphic features such as Hanging Rock and Mt Macedon, is important to conserve for all Victorians.
I would push to re-endorse Statement of Planning Policy No. 8 – Macedon Ranges and Surrounds 1975 as State policy, and to limit population growth and development in the area in order to protect such areas of environmental significance. I acknowledge your desire to ensure that there is an ability to modify zones and overlays so that the policy can be delivered in day to day decision-making.
It would be a great shame indeed if one day the beautiful Macedon Ranges was to resemble an outer suburb of Melbourne.
I would work to the best of my ability to ensure that this did not happen. |

Tristram CHELLEW Kew | Sex Party | Fiona Patten Mobile: 0413 734 613 fpatten@sexparty.org.au | As a child some of my fondest memories are of hiking up to hanging rock and so from a personal level I certainly have a vested interest in keeping the area from becoming an outer suburb of the city. I understand that the Macedon Ranges area is of significant cultural, natural and economic importance in terms of tourism to both Victoria as a whole and to the residents of the region.
To protect the Macedon Ranges, a planning scheme that allows for development to keep pace with population growth locally yet maintains the region's unique and important features must be developed.
Macedon's local council is taking positive steps in its Community Planning program but for this to be effective it must be truly representative of the community's ideals.
In regards to "Statement of Planning Policy No. 8 ? Macedon Ranges and Surrounds 1975" I understand the need for planning amendments, as new policy is developed and situations change, old policy becomes less applicable; however to simply say that previous policy is outdated and therefore must be removed isn't enough. If Planning Policy No. 8 is to be replaced or written out of the planning scheme the new structure must be comprehensively explained to residents. Given that the policy contains planning protection of the region the removal should not be able to happen as a matter of course, new structures must be developed to protect the individual characteristics of the Macedon Ranges region to replace those lost. Removal of the Planning Policy No. 8 should not become an opening of the gates to allow over development and suburbanisation of what is integrally a rural community.
Victoria is a growing state with an expanding population; well-implemented planning policy can work to allow for this ever-increasing population. Development in Victoria's regional areas can and should be directed at communities that want and need it most.
Currently, the Australian Sex Party does not have policy on these issues, being a civil liberties directed party it has not come under our pre-election scope. This however is not to say it is something we are not concerned about or wouldn't welcome input on, in fact any input you or your organisation provide would be taken under serious consideration. |

As president of the Macedon Ranges Conservation Society, I made a presentation to the state planning panel charged with reviewing submissions for the amalgamated shires new planning scheme. One of my recommendations was for the retention of SPP8 as a state policy. This was advocated by several individuals and groups presenting to the planning panel. The panel did recommend retaining SPP8 as a state policy. Unfortunately, the planning minister at the time did not accept this recommendation.
As a member of the Shire’s planning scheme review committee, I, along with Christine, continually argued for the retention of SPP8 as a state policy.
Returning SPP8 to a state policy will be a leap forward, and I’ll continue to work for this re-instatement. |
